Membership is open to anyone, regardless of age, who works, lives or attends school in Outagamie, Winnebago, Calumet, Manitowoc, Waupaca, Brown, Fond du Lac, Green Lake, Oconto, Shawano, Sheboygan, and Waushara counties.
